If you’re a trucking employer, you’ve no doubt already heard about the new Entry-Level Driver Training (ELDT) rule changes. These have been implemented by the Federal Motor Carrier Safety Administration (FMCSA), and these new rules affect how a driver must go about obtaining commercial driver’s license (CDL) credentials.
As part of the ELDT changes, training now needs to be provided by entities listed as qualified according to the Training Provider Registry. The Registry does not apply to all instances of driver training, but it does apply to a large portion of trainers. If a training entity is not registered according to ELDT guidelines, driver training does not qualify to obtain CDL certification under the new entry-level driver training guidelines.
Check the Registry Yourself
On February 7th, 2022, the Training Provider Registry became available to providers. Under the Entry-Level Driver Training initiative, you must visit this Registry and provide your information to become officially registered as a training provider. Qualifications to provide training include:
- The holding of a CDL of the class at which instruction will be provided
- Have a minimum of 2 years of experience
- Meet state requirements

Who is Subject to Training?
The topic of who is affected by the Entry-Level Driver Training rules has become a hot topic in the trucking industry. Many are concerned that experienced drivers seeking to change CDL classification will be put through pointless training that can take up valuable time on the road.
Below are some examples of how ELDT rules will affect truckers and trucking companies:
- Obtaining Class A or B CDL for the first time requires ELDT
- Upgrading an existing Class A or B CDL requires ELDT
- If you are seeking a school bus, hazardous materials, or passenger endorsement for the first time, ELDT is required
